Creation of an industrial park
a brief description of the creation idea

The purpose of the creation of the industrial park is aimed at the development of entrepreneurship in the Krasnosil territorial community, at increasing the competitiveness of the Odesa region's markets and access to foreign markets to increase the volume of Ukrainian exports, at the activation of investment activities, at increasing the level of employment of the population of the region through the mechanism of creating new jobs and the development of modern production industrial infrastructure, to increase the volume of gross domestic product in Ukraine.

The main tasks of creating an industrial park are:

  • expansion of the industrial potential of the region, and activation of the production of innovative products;
  • increasing the competitiveness of domestic products and increasing the potential of import substitution;
  • ensuring investment attractiveness of the region;
  • increase in tax revenues and payments to the budget of all levels and state trust funds;
  • creation of new jobs, including for highly qualified personnel;
  • ensuring the use of resources available in the region;

  • formation and development of the food industry cluster;

  • restoration of the economy of Ukraine, which was destroyed in connection with the war started by Russia in 2022.

    The industrial park is proposed to be located on three plots of land, to which an individual has the rights, with the following cadastral numbers and the following sizes:

Location
Odesa Region, Odesa District, Krasnosil Territorial Community, Kulindoriv Industrial Complex

Purpose:
Lands of industry, transport, communications, energy, defense and other purposes.

Type of land plot purpose:
11.02 For placement and operation of main, ancillary and auxiliary buildings and structures of enterprises of processing, machine-building and other industries.

Form of ownership: plots of private property.

Term of creation and participants of IP

The Industrial Park is created for a period of 30 years from the date of the Initiator's decision to create an industrial park.

"Participants of the industrial park" and "other subjects of the industrial park" can be located in the industrial park. The difference between the first and second is that the participants have the right to use the existing preferences and benefits prescribed in the Law of Ukraine "On Industrial Parks", while other subjects do not have this opportunity.

The composition of the industrial park will be formed taking into account the priority of placing enterprises of the following industries:

  • Food processing industry;
  • Engineering;
  • Storage of grain and raw materials and production of products of flour milling and grain industry;
  • Light industry;

Including, but not exclusively, the residents of the industrial park can be enterprises, according to the types of economic activity according to KVED DC 009:2010, section C - Manufacturing industry.

Industrial park development plan

After the approval of the Industrial Park Concept, the initiator will take all necessary steps to register the industrial park in the Register of Industrial Parks of Ukraine, in accordance with the existing procedure reflected in the Law of Ukraine "On Industrial Parks".

After registration, the initiator will decide on a management company and start implementing the project in cooperation with it. As part of this work, the necessary work will be carried out on the involvement of residents in the IP, the organization of financing and the construction of the industrial park itself.

To ensure flexibility in the implementation of the industrial park project, it is necessary to create various options for participation and placement of potential residents.

The project is planned to be implemented from 2024 to 2031.

For this purpose, the following accommodation options will be created:

  • Undeveloped plot with connected communications, roads and engineering infrastructure;
  • Universal industrial and warehouse premises have already been built.

 

The format of the industrial park

The integrated development of the transport system of the Odesa region, which includes sea ports, land transport and production facilities, involves the creation of a regional industrial and logistics infrastructure. Based on practical world experience, it is proposed to create a new format of the industrial park, taking into account the specifics of its location. The transport system of the Odesa region is the most important component of the production infrastructure. The transport strategy is an important part of the industrial development of the region.

The implementation of the concept of an industrial-logistic industrial park (PLIP) can become a serious systemic step in the direction of the development of the national logistics-industrial infrastructure. When implementing this format, it is planned to organize specific functional blocks on the territory of the industrial park, such as:

  • "Dry port" is the rear element of the technological process shared with the sea port;
  • Customs terminal as part of the "dry port";
  • A qualitatively new level of warehouse infrastructure;
  • Organization of international transportation.

Filling the industrial park

The planned park will consist of twelve buildings of various functional purposes, several ancillary and technical buildings:

Industrial and production - 8 pcs.;
Dry storage - 3 pcs.;
Office and household appliances - 1 pc.;
Bomb shelter - 2 pcs.;
Technical buildings - 3 pcs.

Industrial park construction budget

The total amount of capital investment in the construction of industrial park facilities will be approximately UAH 2.3 billion. The cost part of the project consists of the main costs of a typical "developer" real estate project.

The funding scheme assumes gradual funding from various sources.

The results of the industrial park

1000-2000 people per year will be involved. Mainly these will be local builders, designers,

carriers, suppliers of construction and other materials, security, cleaning and others.

Activation of local small and medium-sized businesses, and indirect creation of 1,000 to 1,500 new jobs

Preliminary calculations of the activity of the future industrial park from the period 2024-2031 predict the following economic effect for the State and the Krasnosil territorial community:

  • The number of jobs created within the industrial park is 1,150;

  • The number of additional jobs outside (those who interact with the IP) – 1,500;

  • The average salary level of employees is UAH 16,000-17,000;

The State received 203 million hryvnias of income from personal income tax, of which:

The Krasnosil community received 122 million hryvnias of personal income tax revenue;

All other revenues (taxes and assessments) were received by the State - about UAH 1 billion.

The total investment in the implementation of the project is about UAH 2.3 billion.
