On August 30, 2022, the Government of Ukraine approved the draft law on the accelerated revision of instruments of state regulation of economic activity.
The draft law envisages the creation of the Commission for the Accelerated Review of State Regulatory Instruments. The commission will be headed by the Minister of Economy of Ukraine, and will include representatives of the Government Office for the Coordination of European and Euro-Atlantic Integration, the Ministry of Justice, the Ministry of Finance, the Ministry of Statistics, the Ministry of the Regions, and the Ministry of Regional Development.
As part of the Commission's meetings, it is assumed that the authorities will "protect" the tools that must be left for effective and high-quality business regulation.
Based on the Commission's proposals, the Government will approve the Exclusive List of Business Regulation Instruments. From January 1, 2023, instruments of state regulation, which will not be defined by laws and not included in the resolution on the Exclusive List, will be recognized as invalid.
The draft law also envisages the creation of a single state electronic system of permit documents, which will ensure the digitization of instruments from the Exclusive List.
